Capital Builders is led by CEO Karun Magon, a Texas A&M University graduate with a Bachelor of Science in Management. His lifelong admiration for architecture and design pushes the team to build detail-driven homes with modern technology.     Does Houston Have Zoning?

    The City of Houston has no traditional zoning. What you can build is governed by deed restrictions, the city's development ordinances such as setbacks and lot rules, and floodplain requirements. Several enclaves, including the Memorial Villages, West University Place and Bellaire, are separate cities with their own building codes and permit offices.

    How High Does A New Houston Home Need To Be Built In A Floodplain?

    Since 2018, the City of Houston requires new construction in the 100-year and 500-year floodplains to be elevated two feet above the 500-year floodplain elevation. Harris County and independent municipalities set their own rules, so the lot's jurisdiction must be confirmed before design begins.

    How Long Does It Take To Build A Luxury Custom Home In Houston?

    Most luxury custom homes take roughly 18 to 30 months from first design meeting to move-in: design and engineering, permitting, then 12 to 20 months of construction depending on size, site conditions and finish complexity.

    Should I Build New Or Buy And Renovate In Houston?

    Building makes the most sense when the lot is right but existing homes don't fit how you live, or when renovation would touch structure, foundation or elevation. Buying and renovating is usually faster and can cost less when the existing home's layout and foundation are sound.

    Why Do Houston Homes Need Special Foundation Design?

    Much of Houston sits on expansive clay that swells when wet and shrinks when dry. Luxury homes are typically built on engineered post-tensioned slabs or pier-and-beam systems designed from a site-specific geotechnical report, with drainage planned to keep soil moisture even around the house.

    What Is Design-Build, And Why Does It Matter For A Custom Home?

    In design-build, the architect, interior designer and builder work together from the first sketch, so cost, structure and constructability are tested while the design is still flexible. It reduces redesign, keeps budget visible early, and usually shortens the overall schedule.

    How Much Are Property Taxes On A Luxury Home In Houston?

    Inside the City of Houston and Houston ISD, the combined 2025 rate is about 2.13% of taxable value: Houston ISD 0.8783, City of Houston 0.5192, Harris County and its flood control, hospital, port and education districts about 0.629, and Houston Community College 0.0988 per $100. The Memorial Villages have lower city rates but sit in Spring Branch ISD at 1.0231, for a combined rate near 1.9%. On a $4 million home that is roughly $76,000 to $85,000 a year before exemptions.

    Taxes

    Are Homes Taxed While They Are Under Construction?

    Yes. The Harris County Appraisal District values property as it stands on January 1. A lot with a half-built home is taxed on the land plus the partial improvements, and the full home is taxed the first January 1 after completion. The homestead exemption applies once it is your primary residence on January 1, and Texas caps annual appraisal increases on a homestead at 10%.

    What Is The Texas School Homestead Exemption For 2026?

    Texas voters approved raising the school district homestead exemption to $140,000, which applies beginning with the 2026 tax year. It reduces the taxable value used for your school district tax. Cities, Harris County and other units may offer their own percentage exemptions, so confirm yours with HCAD.

    Financing

    How Does A Construction Loan Work For A Custom Home?

    A construction loan funds the build in draws as work is completed, and you typically pay interest only on the amount drawn so far. Rates are usually tied to the prime rate, which was 6.75% in September 2026. When the home is finished, the balance converts or refinances into a permanent mortgage; the 30-year fixed average was 6.76% on September 10, 2026, per Freddie Mac.

    Which Direction Should A House Face In Houston?

    At Houston's latitude the summer sun rides high in the south, so south-facing glass is easy to shade with a modest overhang, while north light is soft and even. East and especially west glass take low, hot sun that overhangs cannot stop, so they call for vertical fins, deep reveals, high-performance glass or trees.     What Should I Check Before Buying A Lot In Houston?

    Confirm the jurisdiction, recorded deed restrictions, FEMA flood zone and base flood elevation, a boundary and tree survey, utility access, and the buildable envelope after setbacks and coverage limits.
